Bullying is not isolated to happening at school, so why do we rely primarily on the schools to address it?

In order to ensure what happened to Shane never happens to another child, it is important for everyone to understand that bullying affects everyone: the person being bullied, those who witness bullying, the person who bullies, and their loved ones.
